PicsArt Photo Editor is the best free app for specialty editing ... PicsArt's best editing tricks to layer an image on top of another one.
Editing basics
First of all, let's not pretend that you can use PicsArt Photo Editor and forget about Photoshop. It's really hard, considering that its main features are, unlike PicsArt, what you'd expect from Photoshop. Yes, you're about to copy all the core features, but do not forget the fundamentals.
Here are the most important tricks that are also good for people who want to advance and develop their skills: Adjustments This is one of the most basic and most important filters in PicsArt. I have to admit that it's the first one that came to mind when I started working on this article. Don't worry, though. There are thousands of options in this category.

Adobe Photoshop Express - Classic Art Director Adobe Photoshop Express is the classic art director app, which has been in the business since almost 15 years now. This is not only the best Photoshop Art Director, but the only professional photo editor with over 2,000 artists and thousands of ideas to customize their work.

Layers
Unlike other photo editing apps, PicsArt has a specific layer type that allows you to create intricate texture effects by stacking up parts of the same photo. Layer FX allows you to blend together frames, light, textures, and objects. You can also adjust the opacity of the layer to control how visible it is in the final result. To create the effect, select the first layer and use the Add a Layer button.
Click on Add a Layer on the Layers Panel on the right of the photo, and type in a parameter or keywords to set the type of effect you want. PicsArt does not have a Layers panel. To create your effects on the fly, you must right click on an image in PicsArt and select "Layer FX" to create a new layer. Once you have added a new layer, click on "Add to Library.
Special Effects
There are two kinds of filters: flat and complex. You can use filters to blend a photo or add special effects. For example, the Wispy Black and White filter highlights the colors in your image. You can adjust the opacity of filters as well as the opacity of the highlighted areas. With a few taps, you can add a layer effect.
This works in PicsArt more like Photoshop, where you can add various layer effects such as lifting, folding, or zoom. In each layer, you can adjust opacity and the visibility of elements on the layers. These elements aren't restricted to a single layer. There's no limit to the number of layers you can create. So in the above example, I had three layers: a base layer, which had the wispy black and white filter applied, a shaded layer, and a text layer.
